I know it sounds crazy, but how would I go about making language changes for the English messages?   For example if I want the button to say "Login" instead of "Sign In"...  Or if I want to say "Modify Your Settings" instead of "Change Personal Settings"?  Where is the localization folder for that?

I will just use the customization framework / overrides system to get this done.

You are correct, using the customization framework is the way to go for modifying the English text. You'll want to update the second argument of calls to Yii::t(). Also, please bear in mind that this will break translation for other languages unless you update the translation files with your new English text, but this is not a problem if all of your users are using English.
